Cybersecurity and National Sovereignty: Challenges in the Digital Age
Abstract
In the modern context the interaction and intertwining of the cyberspace and state sovereignty is a significant factor that causes concerns among governments, companies and, people. Data breaches, cyber-attacks, and cyber warfare are real security threats to most countries, economies and political sovereignty. This paper focuses on the various ways through which cybersecurity cuts across sovereignty with a view of analysing the difficulties that states experience when protecting their territories in the complex world where nations are interconnected through computers and networks. It offers a comprehensive understanding of the challenges to sovereignty: state-sponsored cyber operations, cyber spying, cyber warfare and cyberspace as an instrument of warfare. The paper also dissects the dynamically changing environment due to advanced innovative technologies which include; artificial intelligence, IoT and quantum computing. Also, it evaluates the current approaches to protect national interests in the cyber space such as policies, multilateral cooperation and technologies. Ethical issues, social concerns and impacts of cybersecurity practises, including issues of privacy, and surveillance, are also discussed. In essence, the study ends with an proposals for further cyber security studies and collaboration for maintaining national sovereignty in the info-age.

Abstract
किसी भी राष्ट्र एवं समाज की प्रगति एवं विकास शिक्षा पर निर्भर करता है। वर्तमान में शिक्षा कैसी है तथा वैश्विक परिप्रेक्ष्य में शिक्षा कैसी होनी चाहिए इन सन्दर्भों में महापुरुष, विद्वान, समाज सुधारक एवं राजनीतिज्ञ अपनी संस्कृति के अनुरूप शिक्षा संरचना का मार्गदर्शन करते हैं। प्राचीन काल से ही गुरु - वाल्मीकि, व्यास, चाणक्य तथा आधुनिक काल में दयानन्द सरस्वती, अरविन्द, टैगोर, मदन मोहन मालवीय, डॉ. अम्बेडकर, डॉ. जाकिर हुसैन आदि के शैक्षिक विचारों ने भारतीय शिक्षा को प्रभावित किया है। इनकी शैक्षिक विचारधाराओं पर शिक्षण संस्थानों की स्थापना हुई है। इन शैक्षिक चिन्तकों में मालवीय जी का नाम विशेष उल्लेखनीय है।
पंडित मदन मोहन मालवीय भारतीय शिक्षा प्रणाली के पुनरुत्थान के प्रस्तोता और एक समाजसुधारक थे। उन्होंने काशी हिंदू विश्वविद्यालय की स्थापना के साथ साथ भारतीय संस्कृति और आधुनिक ज्ञान के समन्वय की एक मजबूत आधारशिला रखी। आज नई राष्ट्रीय शिक्षा नीति 2020 (NEP-2020) को लागू कर दिया गया है, ऐसे में मालवीय जी के शैक्षिक एवं दार्शनिक विचार और भी अधिक प्रासंगिक हो गए हैं। उन्होंने शिक्षा को राष्ट्रीय पुनर्जागरण का माध्यम माना और इसे भारतीय संस्कृति व मूल्यों के अनुरूप विकसित करने का प्रयास किया। उनके शैक्षिक एवं दार्शनिक विचारों का उद्देश्य नैतिक, आध्यात्मिक एवं व्यावहारिक शिक्षा प्रदान करना था। यह शोध पत्र उनके शैक्षिक दृष्टिकोण, दार्शनिक विचारों और उनके द्वारा स्थापित काशी हिंदू विश्वविद्यालय की भूमिका का विश्लेषण करता है तथा वर्तमान भारतीय शिक्षा प्रणाली में उसकी उपयोगिता को सिद्ध करता है.

हम विकसित भारत की कल्पना को साकार तभी कर पाएंगे, जब मानसिक रूप से पूर्ण विकसित व स्वस्थ होंगे हमारे देश की उपचार प्रणालियां वर्षों पुरानी है और आयुर्वेद पद्धति एक ऐसी प्रणाली है जो मानसिक स्वास्थ्य के लिए एक समग्र दृष्टिकोण प्रदान करती है यह मन शरीर और आत्मा का सम्बोधन है आयुर्वेद मानसिक स्वास्थ्य बनाए रखने के लिए आहार तथा जीवन शैली में कुछ खठास व्यायाम शामिल करके अपनी दिनचर्या को संतुलित, संयमित और स्वस्थ बनाता है।
सबसे प्राचीन ऋग्वेद माना जाता है तत्पश्चात् यजुर्वेद ,सामवेद लिखे गए और सबसे अंत में अथर्ववेद लिखा गया इसलिए इन चारों वेदों में अथर्ववेद सबसे नवीन वेद माना गया है। हमारे वेदों में ज्योतिषशास्त्र ,गणित ,रसायन ,औषधि, प्राकृति, खगोल ,भूगोल ,धार्मिक, नियम ,उपनियम धरती, आकाश ,सूर्य ,चंद्रमा बल्कि सम्पूर्ण ब्रह्मांड का ज्ञान इनमें भरा है।भारत सम्पूर्ण विश्व में अपने आयुर्वेदिक प्रणाली के लिए एक विशिष्ट स्थान रखता है विकसित भारत का सपना पूरा करने के लिए प्राचीन भारत और आधुनिक भारत को जोड़कर उसका लाभ लेकर एक समन्वित दृष्टिकोण का विकास करके की बल्कि मैं तो कहूँगी इन दोनों धाराओं में सामंजस्य से स्थापित करते हुए एक समृद्ध, विकसित, भारत की स्थापना हो सकती है जिससे भारतीय अपनी प्राचीन चिकित्सा पद्धति और प्राचीन वेदों को शिक्षा में स्थान देकर आयुर्वेद की विरासत पर गर्व कर सकते है ।
