Abstract

This paper examines the gap between climate policy formulation and implementation in India. While the country has developed a comprehensive framework through initiatives like the National Action Plan on Climate Change and its Paris Agreement commitments, significant challenges persist. Weak coordination across governance levels, financial constraints, and continued reliance on coal limit effective outcomes. The study highlights political, economic, social, and cultural dimensions of climate governance, emphasizing the need for stronger institutions, better funding, and inclusive, community-driven approaches to achieve India’s climate goals.
