Abstract

Particularly in India's semi-arid regions, water availability has a crucial role in determining agricultural output, livelihood security, and rural transformation. Climate unpredictability and excessive groundwater extraction have put increasing strain on the agricultural systems of Karnataka's Vijayapura district, which is known for its frequent droughts, irregular rainfall, and scarce surface water resources. Concerns about the sustainability of agricultural growth and water resource management endure despite persistent public investments in irrigation infrastructure, watershed development, and micro-irrigation initiatives. In light of this, the current study investigates the connection between agricultural transformation and water availability in the Vijayapura district. The India Meteorological Department (IMD), the Directorate of Economics and Statistics, the Government of Karnataka, and other government publications for the years 2000–2023 provided the secondary data used in the study. The Herfindahl Index, trend analysis, and descriptive statistics were used to examine crop diversity, irrigation patterns, and rainfall variability. The findings show a significant change in irrigation techniques and significant inter-annual rainfall variability. The percentage of groundwater-based irrigation increased from 58.3% in 2000 to roughly 79.4% in 2020, indicating a growing reliance on borewell irrigation. At the same time, high-value horticultural and commercial crops including pomegranates, onions, and grapes have become more prevalent in agricultural output. However, the long-term viability of agricultural transformation is still threatened by growing reliance on groundwater, unpredictability in the climate, market instability, and a lack of institutional backing. The study comes to the conclusion that improving agricultural resilience in drought-prone areas necessitates an integrated strategy that includes climate-smart agricultural practices, increased irrigation efficiency, sustainable groundwater management, and reinforced institutional and governmental support. In Karnataka's water-scarce districts and other semi-arid regions of India, these findings offer significant policy insights for fostering sustainable agricultural development and rural transformation.
